[Gc-linux-docs] howtodevelop.xml to Spanish

I have just translated howtodevelop.xml to Spanish. It is a fast translation, 
so it can has lot of mistakes. English version is in italics above the 
Spanish version. Of course it will be remove, I have left it so anyone can 
compare them and see if the translation is correct.

Please send my your comments, so I can finnish the work.
