An oscilloscope is the most obvious (I can borrow that). a test machine (I am currently using my "production" machine which is very restrictive) Another is test equipment that shows the different sync values (a bit expensive =) If I am able to measure the sync values I might be able to deduce how the different parameters effect sync (H + V) and hopefully fix it.
