In Denmark, the police at one point wished to be able to get the records from the phone companies of all persons in a given cell at a given time. Wrt. cars, I think this information is actually already accessible in Denmark, we have a nationwide database with this kind of information (who own what cars, as well as where people lives, stuff like that). OTOH I routinely refuse to give my name and address when I buy electronics, although many companies claim they need this to give me a warranty. If they can not provide a good reason for why they need my address and name, they wont get it. Interesstingly, Denmark have a nationwide system of paying with credit cards that can not be tracked by the shops.
