Well, yes, I did, but somehow I kept getting warez sites and emulators.
However, when I slightly rephrased my search, I hit a jackpot of
interesting sites:

There's quite a wealth of GBA development sites, authors, tools, etc.
Of course, the question is "Why?"  But I won't bother trying to answer
that.
