We've implemented on-the-fly font rendering to a texture using FreeType in our engine and it works very well. The hardest problem is finding a font you can redistribute, but there are lots of places that will license decent fonts for a fairly small amount of money ($30). This just seems much easier than forcing artists to make new fonts from scratch for every game and/or screen resolution.
