AFAIK GMAX is targeted for the game end user. For the developper, who wants to
bundle it with his game it is not so cheap at all.

For a very low budget 3d modeller you might look at AC3D (www.ac3d.org).

For 2d graphics Gimp and Imagemagick for batch conversions etc.
