Indeed; but it would be nice to have an OS that 'just did it' (as many
laptops are supposed to be able to do, but it's not exactly robust in my
experience), without having to have it implemented on a per-application
basis.

Some tools do offer that.  (X)Emacs does this if you enable session
support, as does Galeon (web browser) does, as it saves the state of
all windows and visible URLs as it goes along with a restart
restoring the previous state.
