[GD-Windows] MP3 Playback under Windows

I'm looking for the way to provide MP3 playback with the minimum system 
requirements. That is, the oldest version of DirectX or Windows Media 
Player, or whatever else it would take.

What APIs and libraries are required, and does anyone have a link to some 
sample code for doing this?
