Well, let me put it to you this way. We currently have 43 certified versions 
of "FlipIt!" for the North American market alone. That's how many handsets 
there are...

The reason they have instated this policy is manifold. One of the main 
reasons I've been told is to lower the overhead required to test them all 
internally. Verizon hates to spend money on data apps - they are supposed to 
make money for them not the other way round - and they try every way they 
can to minimize costs in that department, as also indicated by the fact that 
they have virtually no people dealing with all that stuff to begin with. So 
instead of ramping up testing for the same title 10 times, they want to get 
it all done in one swoop.
