No idea, but I did find the 1998 one there (I have a copy -- they
watermark every copy so that they don't get warezed, btw) and paid
$18.00 for it.

That's probably good enough for basic stuff. The differences between
draft and final versions tend to be fairly small. And if worse comes
to worse, you can always post to comp.std.c++ and suffer through some
patronizing and condescension but eventually you might get a straight
answer =3D)
