You are missing the development package for gdk_pixbuf.  You can get it
from www.rpmfind.net

Follow to this URL:

http://www.rpmfind.net/linux/rpm2html/search.php?query=gdk_pixbuf-devel

Download the latest version for your distribution and install it with
something like:

rpm -Uhv gdk-pixbuf-devel-0.14.0-8.i386.rpm


That should do it.  Run 'gnome-config --cflags gdk_pixbuf' again to see if
that's done.
