I'm assuming the public key files in the .gaim directory need to be individual public keys in binary form. My question is, the HOWTO hints towards creating a file that associates GPG user names to AIM user names. Anyone know what that file needs to be called?

hmm, alright, seeing as I never got the gpg_name file to work right. Here is the other/better way of doing it. When you create a key, put your user name in the comment section. Because when gaim-e can't read the file, it defaults to using your screenname. It's a shitty hack, and has been fixed in cvs. We now have it transfer your fingerprint. It's much nicer. Myself and stu_monster are squashing bugs. Our goal is to get something tarballed for the masses by Sunday. Of course, that isn't stopping you from using cvs anyway. It's just as buggy as the code you are using. You only need to install gpgme for cvs. If you have any questions, hit me up on IM, same as my sf name (w0d3n) hope this helps.
