#188 Character encoding not fully working

I'm using Windows SVN build 660.

I set the character encoding to ASCII and rebuild the database.

I can still see file names with non-ascii characters (like scandinavian characters) on them. However, the directory names are ok, so they are using the correct character set encoding.
