it seems like special chars like german umlauts are not
synced correctly. this applies for sure to sftp as
source and destination using winnt or unix to win. it
does not apply to local to local (on win and in general
i guess).
I'm also running into this issue over FTP using FullSync v10.4. I've confirmed the FTP server lists the files (ls -l) with the correct extended ascii characters, but FullSync uses different characters when syncing. It doesn't see the existing files and will copy them with different characters.

Such as:
Malèna becomes Malèna
Les Misérables becomes Les Misérables
Unfortunately this really affects my use case. :(
