definition: a reference to an event having a time_stamp
(absolute or relative). The difference between
time_reference and time_interval is that a
time_reference is a single point in time. For example,
the time_reference '3 hours after birth is:

event: birth
time_stamp: +3 hours after birth

This is different from an time_interval because the
time_reference in this case refers to the end point, ie
at 3 hours after birth; the time_interval '3 hour
period after birth' refers to the 3 hour time period
immediately following birth.
