Under File -> Export, select the output and specify the format as "XHTML (Clickable map image version)". It'll create a file.HTML and then a directory called file.html_files.
Just click on the file ending in HTML at the top level of your save.

You're right, XHTML it is. I thought I tried everything but apparently I hadn't.
It's a nice output format because the map structure is preserved and the notes stand out. I wish that was the case for word processor formats odt and doc (I'd add rtf).

Agreed. The closest format to preserving the structure, for me, is to export it in Word and then use a heirarchical format in the template.
That's the great thing about OpenSource, and FreePlane in particular. Most things, you can get in there and hack yourself :-)
