Haha, this is sweet - I've got fooled the same way as you did. I can reproduce it after all but it's not a bug, at least not in the way you thought it would be. Qed tries to create a C:\CLIPBR folder. If it's not there, fine. However if it is there, you see the error. So when you tested 322, there wasn't any and you thought it was the 322 build that made the difference.
