#15 xliff-export/import for localization

This little tool helps to simplify the process of translating the
application into different languages.

All language-strings can be translated from one selectable
reference-language to another native language.
Xliff is a standard for application-localization so there are a lot of
tools out there to help the translator, f.e. XLIFF-Translator
available at http://www.heartsome.net/EN/xlfedit.html

The tool runs as standalone at the moment, see "java
Freemindi18n" for further instructions.
