Commented some semaphore statements out in DriverStation so that it could be enabled.
Fixed typos in FRCCommonControlData properties
changed semaphore permits to 1 so that it could execute (semi) correctly
tSystem now increments m_DeviceHandle, so the GUIDs will only be outputted once
