[FE-discuss] Relicense status update

Hello everyone,

We're down to 4 contributors that I haven't heard from. I've found new ways
to contact each of the missing contributors today, so hopefully I'll hear
from them soon. I've created a pull request which includes the updated
LICENSE.txt file and new CONTRIBUTORS.txt file.

After that is merged then new contributors will be required to add
themselves to the CONTRIBUTORS.txt file.
