#27726 Phone verification API failed - requesting manual project creation

I am unable to create a project due to the phone
verification API consistently returning the error
"Request to API failed, please try again".

I have tried multiple times on different browsers
and at different times, but the issue persists.

I would like to request that the project be created
manually on my behalf, as done in similar cases
(e.g. ticket #26126).
