When a project user is placed in the "Developer" group on the Admin/UserPermissions page of a project, the user does not see the "AddFile", "AddFolder" and similar buttons, and the user is not able to upload files. It is necessary to place the user in the "Admin" group for the user to have these privileges. It should not be that it is necessary to give every developer full Admin privileges in order for them to be able to upload files, etc.

You can find a button on the Files tab that allows you to configure this.
