WinningDecisions is a new project still in the brainstorming stages. The goal is a web app based on principles of http://winningdecisions.org. The project will probably involve php or java, with some client-side javascript. Participants should be committed to the principles of http://winningdecisions.org as we'll be using the process ourselves during project development. A long-term goal is adding neural networks or other machine-learning functions to guide users through the decision-making process.
