#7 Error at execution

When launching ForeigndeskITE, no matter what
version, I get the same error message under Win 2K:
"Entry point for Lpkpresent not found in dynamic link
library USP10.dll"
Is anybody aware of this problem ?
Then when ITE starts, I can't add any file to my project.

PS: I'm using Win2000

Additional question: does termbase support UTF-8 ?
