REFRESH and NOREFRESH were also no-ops that were commented out. However, these are documented functions, so I added them back as library routines (no need to break any existing programs that might have defined a REFRESH procedure). I decieded to keep these because they are used by UCBLogo and keeping them improves the chances of writing portable Logo programs.
