I don't know why that's the case, I think it could / should work. But there have been a few iterations of the windows console code, maybe I'm confused. 

Disable-ai-traffic should definitely work. The Options which don't work are things like setting scenery / aircraft paths, and initial position, because those interfere with the values the launcher is passing itself.
