*What steps will reproduce the problem?*
1. gnome-control-center >> Keyboard Layout >> Options (Button) >> Key(s) to  
change layout >> Both Shift keys together. Check the box. Or execute these  
commands:
$ xmodmap -e "keycode  50 = Shift_L ISO_Prev_Group Shift_L ISO_Prev_Group"
$ xmodmap -e "keycode  62 = Shift_R ISO_Next_Group Shift_R ISO_Next_Group"
2. Run flightgeaar
$ fgfs
3. Press left, right, up, down. Every key that you pressed looks like  
Shift+Left, Shift+Right etc...

*What FlightGear version are you using (when using GIT version, please
mention date)?*
2.4.0

*What operating system and graphics card?*
Ubuntu Linux 3.5.0-20-generic
