dhc3: improve steering on the ground.
- (All variants) Increase the rudder animation from 15 to 30 degrees, consistent with
the notches in the horizontal stabilizer.
- (Wheel, Skis) Animate the tail wheel (and ski, if fitted) with the rudder.
- (Wheel, Skis) In the FDM, remove the artificial halfing of authority for the tail wheel.
