Trunk: MD-80: Update to version 724

- DFGS: Localizer capture logic tweaked
- DU: PFD attitude indicator improved
- Sim: Add optimum and max cruise flight levels to Load Manager
- Sim: Minor fixes and improvements
- Systems: HVAC manual knob now has a delay as in the real
- VC: Add needle sweep tests for EDP and SDP
- VC: Fix EDP EPR CMD not testing
