707: realism: delete the middle cargo section and adjust the max weight on the others.

- In the 707 and most other airliners, the middle section holds fuel and landing gear,
not cargo. Delete it.
- Increase the maximum weight allowed in the fore and aft cargo holds, with source.
(This increases the total cargo capacity slightly).
- Shift the "standard" central cargo load in the Fuel & Payload dialogs to the remaining
holds: 40% fore, 60% aft.
- When a cargo livery is selected, increase the max payload of the upper deck to 90k lbs
(with source). This brings the total cargo capacity to a realistic 53t, much more than
the passenger versions, thanks to the reinforced floor.

707 (FDM 707.xml): FDM improvements.

* Correct the placement of the reserve tanks closer to the wingtips (and, in particular,
aft instead of forward of the outboard main tanks!).
* Correct the placement of the middle and aft payloads, much further aft. This makes
the 707 fly *much* better at high gross weights; in particular it is now possible to
take off with a full load of passengers and cargo. This was previously impossible
because the CoG was too far forward. Also, nose-up trim is no longer necessary on
take off.
* Add the tail as a structure that can hit the ground.
* Correct the placement of the wingtips, their lateral position was in feet but
labelled as inches (one more reason to use the metric system!)
