#1955 Manual weather METAR input does no longer work

Manual input of MEATR weather has now 2 issues:

Issue 1: (is old bug has been for at least a year)

If weather preset is set to "manual input", and then close the weather dialog. When reopening the dialog, it has selected another preset, it does not remember "manual input".

Issue 2: (recent introduced)

When "manual input" is selected, METAR string cannot be edited. The cursor can be placed in the text but nothing can be changed.

Both these bugs, have been tested on multiple win 10 machines.
