#106 automatically provide alternate formattin for external links

currently to format URLs that point outside the wiki
you need to use either of the external wiki syntax, or
the InterWiki syntax.

it would be nice if any URL pointing outside the wiki
or automatically provided alternate CSS formatting

I'm not sure I understand this. If you just put in an URL
that points out of the wiki, doesn't it get the external
wiki style?
