[Flex-help] definition expansions not working

I am currently running FLEX on a Mac with Leopard.

I am having a problem where my rules are not being recognized.

An example:

...
ARROW		"-"">"
%%
{ARROW}	prepare_token( TOKEN_ARROW );
%%
...

and when I try to compile the design I get the error: "unrecognized  
rule".

Can someone shed some light on this issue?
