I like this idea - I was never fully satisfied how the toolbar looks. On light backgrounds its hard to see the toolbar as part of the file dialog (what it practically is).
Accessibility in regard to handicaped users could also benefit.

That would be great. I often miss the toolbar because it's on top of other windows with same color toolbars (default Windows toolbar color)
