Re-encoding the attached file yields the following error message relating to the exact same place everytime.

03 - Doctor My Eyes.flac: ERROR during encoding
                          state = FLAC__STREAM_ENCODER_VERIFY_MISMATCH_IN_AUDIO_DATA
03 - Doctor My Eyes.flac: ERROR: while decoding FLAC input, state = FLAC__STREAM_DECODER_READ_FRAME

03 - Doctor My Eyes.flac: ERROR: mismatch in decoded data, verify FAILED!
       Absolute sample=4679767, frame=1142, channel=1, sample=2135, expected 3407, got 180687
In all known cases, verify errors are caused by hardware problems,
usually overclocking or bad RAM. Delete ./03 - Doctor My Eyes.flac.tmp,fl-ac+en'c
and repeat the flac command exactly as before. If it does not give a
verify error in the exact same place each time you try it, then there is
a problem with your hardware; please see the FAQ:
           http://xiph.org/flac/faq.html#tools__hardware_prob
If it does fail in the exact same place every time, keep
./03 - Doctor My Eyes.flac.tmp,fl-ac+en'c and submit a bug report to:
           https://sourceforge.net/p/flac/bugs/
Make sure to upload the FLAC file and use the "Monitor" feature to
       monitor the bug status.
Verify FAILED! Do not trust ./03 - Doctor My Eyes.flac.tmp,fl-ac+en'c

Here's the temp file left behind afer the encoding has failed.

This file can be decoded to .wav (flac -d) and verified (flac -t) without problems. Only recompression doesn't work.

What's interesting, foobar2000 verifier complains about this flac file:

Error: Nonsensical most significant bits - the file is corrupted

Correct. I have since decoded to wav and recreated the flac file, following which flac -f re-encoding works as expected. I guess I should give it a listen for audible issues.
