All langauges have problems with Firemonger's default
(English) CSS files because words are different lengths
and overlapping, going off the page etc happens. The
CSS therefore needs to be locale specific. The way to
do this is to use CSS ordering to give priority to the
locale's CSS files. However, if they are not needed,
the XHTML file sees no locale CSS file exists and uses
the default CSS file in /content/CSS.
