We can and should be making a regular backup of the entire CVS archive (they are just files, after all) and I believe a tool exists to migrate from a CVS archive to an SVN archive. Studying the original source code released by Borland would be one place to start. ViewCVS is the second. CVS moves deleted files into the attic.
