IMHO, the comment should be at the top, but I may be wrong. Anyway, the new licensing scheme says you aren't forced to acknowledge Kerkeley code in your ads, but it doesn't negate the fact that Borland violated the license for years starting at 1992, since the Berkeley rules were relaxed only on July 1999.
