#241 fink should recommend Xcode upgrades

The fink program should automatically check for the installed Xcode version (using 'xcodebuild -version' if xcodebuild is available) and, if the Xcode version is not the latest for the particular darwin OS release, it should recommend that the user upgrade to a specified Xcode release.
