#2 tag base path

I like to add the tags path base on tags not on current
file
for exmaple we have projct
x:\xxx\001\oem\vendor1
x:\xxx\001\oem\vendor2
x:\xxx\002
x:\xxx\003

I must create ctags in x:\xxx directory which cause
x:\xxx skip in tags all file under x:\xxx\... must base on
x:\xxx\tags

so we edit the file under vendor1 also reference x:\xxx in
tags please make an option concat file via tags file path
