#124 cannot add padding (pillar boxing) to 4:3 frame in a 1280x720 16:9 format

I cannot add padding (pillar boxing) to a 4:3 frame in a 1280x720 16:9 format. I tried in video filters many combinations to no avail. Deinterlacing is not working either. I have a 29.97 dvd video 720x480 29.97 interlaced. I set the mode to send field and set a frame rate of 59.93. I looking to bob it so to speak. It is 59.94 but repeats every other frame and looks interlaced. I have ffmpeg 7.1 on a windows 11 computer. It shows in the main program window also. Thanks.
