Although it is not included in the encoding wizard list, you can still use it with the appropiate ffmpeg parameters. Maybe AMD documentation provides such information.
EDIT: Running on the console ffmpeg -h encoder=hevc_amf
you can see the parameters list.

Current ffmpeg version installed (4.4) supports both:
h264_amf AMD AMF H.264 Encoder (codec h264)
hevc_amf AMD AMF HEVC encoder (codec hevc)
