#53 switchable timezone and language in tclock

Patch adds configurable timezone and language for tclock. If is definded more one timezones and languages can be switchabe with mouse wheels.
Example config entry:
ZoneNum = 2
TimeZone0 = Europe/Warsaw
Locale0 = pl_PL
TimeZone1 = UTC
Locale1 = C

patch update - setting timezone before call gtk_calendar_new(), this is important if on panel are 2 tclock with different timezone
