#42 New network monitor plugin

This patch adds a new network monitor plugin, which uses icons to display network activity. It has a tooltip, which show upload/download speed and traffic. Able to hide icon if network interface is inactive. Here is screenshot: http://img504.imageshack.us/img504/7240/screenshotha.png
