You could e.g. download a current ports.tar.gz [1] and extract 
the security/py-fail2ban folder and copy it into your /usr/ports 
and then update it.

   [1] ftp://ftp.freebsd.org/pub/FreeBSD/ports/ports/ports.tar.gz
