[Fail2ban-users] /etc/init.d/fail2ban Fedora/Red Hat startup script

I stumbled on Fail2Ban today, after getting it configured I noticed that
with the latest version (0.7.3) there was no startup/shutdown script for
Fedora/Red Hat so
I wrote one real quick.

I figured I would pass it along in case anyone else was hunting one too.
