#9 Plugin-based language support

Currently alternative language resources (English and Simplified Chinese) are compiled into the driver itself, which not only increases the resource consumption, but it also hinders the support of additional languages. Language-specific resources for drivers, Ext2 Volume Manager and other executables should be put into separate files to allow additional languages be added without recompiling the executables, and for that matter, without the need of a compiler. It has worked wonderfully in 7-Zip. The localized resources should be in text format.
