if i'm not wrong Larry Wall made perl for unix (Sun Solaris adopted it, unisys too?). it is historicly not a project that is "for microsoft only" (see below)
None of these "groups" below have rights to change the original licensing by Larry Wall of his body of works. Also most contributors are not by microsoft corp or tailand.

also i find this. i know the MS licensing it says in effect "microsoft owns all your work until you print it on paper you own, while on the Microsoft system in any of it's formats microsoft retains all rights to itself and your work". i have copies of vc++ 6.0 dev tools thank you.

finally - there seems to be allot of regression and fixes and re-regressions and re-fixes.
this indicates "hackish" uploads. whoever has the keys to this should not have keys to signing patches. obviously there's been no good testing or the major regressions would have been known before patching.
