Here's a standalone query which demonstrates the problem:
let $header := 'Basic YWJjOkFCQw=='
let $authorization := substring-after($header,'Basic ') cast as 
xs:base64Binary?
return
<root>
<header>{$header}</header>
<authorization>{$authorization}</authorization>
<bts>{util:binary-to-string($authorization)}</bts>
</root>

It should decode to "abc:ABC"
