[Exist-open] trigger system task - restore

trying to upgrade to 1.2.2
war version

problems i am encountering:
- cannot use start.jar from command line because start.config is configured
for standalone version library paths
- cannot use exist client interface, except remotely which is slow and
insecure on deployment server
- no trigger system task for backing up on 1.0.2
- no trigger system task for restoring on 1.2.2

i can backup on 1.0.2 by repackaging start.jar, or copying the lib directory
from the standalone version, but restoring is then difficult on 1.2.2.

it would make it easier if:
- start.jar worked on command line in war version
- could have a restore task for trigger
